Imparzialita, Neutralita, Umanita`
ed indipendenza, questi sono i principi del IRC (International Rescue Committee – ONU). Safety and security Risk Management agisce su vary campi, come il razzismo, la crisi nei territori in guerra, ecc. Attualmente la nostra organizzazione e` impegnata in un corso intensivo per poter gestire con i propri volontari e specialisti, alcune tematiche durante il volontariato in eventi naturali, artificiali o NBCR.
Diamo uno sguardo pero` ai principi del IRC e ai 12 principi:
PRINCIPLES:
The IRC endorses the humanitarian principles from the Code of Conduct for the International
Red Cross and Red Crescent Movement and NGOs in Disaster Relief. These four principles are
also prioritized in The IRC Way as they are foundational to the IRC’s programming and
operations:
Humanity: The prime motivation for our response to disaster is to alleviate human suffering
amongst the most vulnerable members of society. We recognize our obligation to provide
humanitarian assistance wherever it is needed.
Impartiality: Our aid is given regardless of the race, creed, or nationality of the recipient, and
without adverse distinction of any kind. Aid priorities are calculated on the basis of need.
Neutrality: Our aid will not be used to further a particular political or religious standpoint, nor will
we tie the promise, delivery, or distribution of assistance to the embracing or acceptance of a
particular political or religious creed.
Independence: We shall endeavor not to act as instruments of government policy. We will
never allow ourselves to be used to gather information of a political, military, or economically
sensitive nature for government or other bodies that may serve purposes other than those which
are strictly humanitarian.
Our work is further guided by 12 principles that address safety and security for all those who
directly serve the IRC mission:
Primacy of Life: Peoples’ lives will take priority over all other considerations.
Individual Rights: Covered Persons have the right to decline to take risks that they consider
unacceptable.
Individual Responsibility: Covered Persons are responsible for adhering to the Safety &
Security policy, principles, standards and the IRC Way at all times.
Nondiscrimination: The IRC’s management of safety and security accounts for and mitigates in
a non-discriminatory fashion the unique risks that Covered Persons of all profiles could be
confronted with.
Gender & Diversity: The IRC’s management of safety and security takes risks related to
gender, LGBTQ-status, and other diversity characteristics into consideration, ensuring that all
personnel are equally able to perform their work securely.
Adherence to Local Law: Covered Persons will abide by local law. Wherever applicable, local
laws take precedence over the IRC’s procedures.
Program Integration: The IRC integrates safety and security management into program
design, implementation, and management.
Acceptable Risk & Program Criticality: The IRC utilizes a risk management approach to
guide decisions on risk acceptance. The decision to implement programs is based upon
program criticality, taking into account residual risk.
Humanitarian Access: The IRC will engage positively with beneficiaries, local communities,
parties to a conflict, and other relevant stakeholders to build acceptance and gain consent to
enable durable programming.
Arms and Ballistic Protection: The IRC does not permit the possession of weapons or the use
of ballistic protection in IRC facilities or vehicles unless, in extreme circumstances, the Country
Director (CD) determines that the context necessitates armed protection or the use of ballistic
protection for a designated period of time.
Ransoms, Bribes, and Rewards: The IRC will not pay ransoms, bribes, or rewards.
Evacuation & Relocation: The IRC shall, when warranted, withdraw IRC personnel from
situations where the risk is deemed unacceptable. The IRC will assume responsibility for the
evacuation of international IRC employees and sponsored visitors, and to the extent practicable
may relocate national IRC personnel within a country.
